Safety and Operational Risk - Head of Safety and Security

Responsibilities
Develop and implement cross-subsidiary safety strategy in the context of Occupational Health and Safety, and safety in relation to Aviation Safety.
Ensure compliance with all local regulations and airlines requirements.
Develop and implement security strategy regarding the protection of premises, guarding of restricted areas, intrusion detection, crime prevention, cargo and merchandise security, and aviation security. This includes but is not limited to compliance with the obligations of Cathay Cargo Terminal, Cathay Dining and HAS by Cathay under the Aviation Security Program, as well as other obligations imposed by the Airport Authority, Civil Aviation Department, and the standards imposed by customer airlines or other end customers.
Oversee the management and compliance of the day-to-day safety and security operations for both the subsidiaries’ staff and subcontractors, including strategic planning, directing, organising and controlling.
Ensure all safety and security resource and work is based on appropriate evaluation of criticality and risk, applied consistently across all subsidiaries with common risk assessment templates across the subsidiaries central functions teams.
Identify synergies and opportunities to further enhance safety and security value add, as well as efficiency and cost effectiveness. Identify and implement new ways of working to deliver business benefits and meet KPIs assigned.
Along with General Manager, co-ordinate with Government Departments on all safety and security related policies or procedures.
Develop safety and security strategy and goals / targets.
Monitor compliance for the subsidiaries with legal requirements and conformance with companies and customers’ standards.
Oversee investigations into irregularity cases and make recommendations to address issues.
Monitor and audit contractors to implement safety programs to uphold the standards in the Subsidiaries.
Develop contingency plans to account for safety and security incidents.
Ensure safety and security training is provided to relevant parties.
Any other ad-hoc projects as assigned.
Requirements
Degree holder in a related discipline.
At least 15 years of experience in Safety Management in aviation-related companies where minimum 5 years in a managerial role.
Solid experience in the implementation of ISO45001/OHSAS18001 and TAPA(FSR) from air cargo terminals, warehouses, factories or airlines is highly preferred.
Knowledge of RAR (HK), TSA (US) and RA3 (EU) aviation security control regime.
Registered Safety Officer, preferably a Registered Safety Auditor, under the Labour Department would be an advantage.
Able to display a strong presence and influence on all levels both internally and externally.
Good communication skills with the ability to articulate ideas effectively.
Able to work independently and under pressure.
Excellent command of written and spoken English and Chinese.
